New World New Rules examines international political economy on how to sustain global cooperation when great‑power rivalry and fragmentation are undermining the post‑1945 multilateral order. They frame the key challenge as finding new rules that allow cooperation to proceed in a world no longer organized around a single, coherent rules‑based order. They examine governance practices across several major domains—climate, health, trade and competition, banking and finance, taxation, migration, and the digital economy—mapping existing arrangements, their strengths, and their weaknesses. On this basis, they sketch scenarios for global governance and propose a more pragmatic, issue‑specific agenda for cooperation, including coalitions of the willing where universal agreement is blocked.
 
George Papaconstantinou is a Greek economist and former politician. Born in 1961 in Athens, Greece, he studied economics at the University of Essex and earned a PhD from the London School of Economics. He later became a professor of economics at the Athens University of Economics and Business and advised the European Commission on research policy. Papaconstantinou joined the PASOK party, serving as an MEP in 2009 before becoming Greece’s Finance Minister (2009-2011) during the Eurozone debt crisis. He negotiated the country’s first bailout. From 2011-2012, he was Minister for Environment, Energy, and Climate Change, focusing on renewables and energy exploration. Currently, he chairs International Political Economy at the European University Institute’s School of Transnational Governance in Florence, where he also serves as Acting Director. 
 
Jean Pisani-Ferry is a French economist and public policy expert. Born on July 28, 1951, in Boulogne-Billancourt, France, he trained initially as an engineer with a master’s in mathematics before earning an advanced degree in economics. As Professor Emeritus of Economics and Public Management, he taught at Sciences Po Paris, the Hertie School in Berlin, École Polytechnique, and the European University Institute near Florence. Pisani-Ferry directed CEPII (1992-1997), advised French Finance Ministers (1997-2000), and led the Prime Minister’s Council of Economic Analysis (2001-2002). He founded and directed Bruegel think tank in Brussels (2005-2013), shaping Europe’s response to the financial and euro crises, and served as Commissioner-General of France Stratégie (2013-2016). Today, he is a Senior Fellow at Bruegel, Non-Resident Senior Fellow at the Peterson Institute for International Economics, and holds the Tommaso Padoa-Schioppa Chair at the European University Institute. His work focuses on economic policy, climate action impacts, European integration, global governance, and multilateralism.
